Charles Mengel Allen was a United States federal judge. Born in Louisville, Kentucky, Allen received a B.A. from Yale University in 1941 and an LL.B. from the University of Louisville School of Law in 1943. He was in private practice from 1944 to 1945, and was teacher at Arizona Desert School, Tucson, Arizona from 1945 to 1946, returning to private practice in Louisville, Kentucky from 1946 to 1955. He was an assistant U.S. Attorney for the U.S. Department of Justice from 1955 to 1959, and was again in private practice in Louisville from 1959 to 1961. He was a judge on the Jefferson County Circuit Court, Fourth Chancery Division, Kentucky from 1961 to 1971.
