James Albert Smith Leach was born in Davenport, Iowa, USA. He is an American Republican politician and professor. He served as Chair of the National Endowment for the Humanities from 2009-2013. He was a member of the U.S. House of Representatives from Iowa's 1st district from 1977-2003 and  Iowa's 2nd district from 2003-2007. In Congress, he chaired the House Committee on Banking and Financial Services from 1995–2001. He earned a BA degree in political Science from Princeton University in 1964 and an MA degree in Soviet studies from Johns Hopkins University in 1966. He was the John L. Weinberg Visiting Professor of Public and International Affairs at the Woodrow Wilson School of Princeton University. He also served as the interim director of the Institute of Politics at the John F. Kennedy School of Government at Harvard University from 2007 to 2008.
