Edgar Franklin "Ed" Foreman, Jr. was born in Portales, Roosevelt County, New Mexico. He is an American politician, civil engineer, and motivational speaker. He served one term in the United States House of Representatives from Texas's 16th congressional district from 1963 to 1965 and again from 1969 to 1971 in New Mexico's 2nd district, then newly established. He obtained a Bachelor of Science degree in civil engineering in 1955.
